What is the Oregon Cannabis Track-and-Trace System?
The Oregon Liquor and Cannabis Commission (OLCC) requires all licensed cannabis businesses to use the Metrc Cannabis Tracking System (CTS) for seed-to-sale compliance. Metrc has been Oregon’s official track-and-trace solution since 2015, covering both medical and adult-use (recreational) cannabis programs.
Every OLCC licensee—including producers, processors, wholesalers, retailers, testing labs, and transport providers—must maintain an active Metrc account and report all cannabis-related activities in real time. Oregon covers most Metrc system costs, with operators only responsible for RFID tag fees ($0.45 per plant tag and $0.25 per package tag).
Oregon License Types That Require Metrc
- Recreational Producer License (cultivation)
- Recreational Processor License (manufacturing/extraction)
- Recreational Wholesaler License (distribution)
- Recreational Retailer License (dispensary)
- Testing Laboratory
- Transport/Delivery providers
Key Oregon METRC Compliance Requirements
- Plant tagging: Every cannabis plant must receive an RFID tag at the immature stage, with all growth activities logged in Metrc
- Harvest tracking: Harvest batches must be created and reported with weights and strain information
- Package tagging: All finished products must be tagged with unique package UIDs before transfer or sale
- Transfer manifests: All movement of cannabis between licensees requires a Metrc-generated manifest
- Trade samples: Must be tagged, manifested, and recorded — recent 2025 legislative updates simplified trade sample tracking effective January 1, 2026
- Testing compliance: All products must pass OLCC-required testing before retail sale
- Daily inventory reconciliation: OLCC requires accurate, real-time inventory records in Metrc
