What is Illinois’ Cannabis Seed-to-Sale Tracking System?

Illinois uses Metrc as its official statewide seed-to-sale tracking system for all licensed cannabis businesses. The state completed a full transition from its previous BioTrack system to Metrc in July 2025, following a phased rollout that began in early 2025.

Illinois’ cannabis program is managed by multiple state agencies: the Illinois Department of Financial and Professional Regulation (IDFPR) oversees dispensaries, while the Illinois Department of Agriculture (IDOA) supervises cultivation centers, craft growers, infusers, transporters, and testing laboratories. The Cannabis Regulation Oversight Officer (CROO) coordinates regulatory efforts across these departments. Illinois legalized medical cannabis in 2013 and adult-use sales under the Cannabis Regulation and Tax Act (CRTA) in 2020, building one of the largest cannabis markets in the Midwest with over $1.7 billion in adult-use sales in 2024.

Key Illinois METRC Compliance Requirements

  • RFID tagging: All cannabis plants and packages must be tagged with RFID tags and entered into Metrc — the state pays for RFID tags directly within reasonable limits to reduce operator costs
  • Real-time inventory tracking: Dispensaries must document each sales transaction at the time of sale plus daily beginning inventory, acquisitions, sales, disposals, and ending inventory
  • 24/7 state access: All licensees must provide continuous state access to their Metrc tracking data
  • Transfer manifests: All cannabis movement between licensees requires Metrc-generated transfer documentation
  • Testing compliance: Products must pass required testing before retail sale; the state is building a Bureau of Cannabis Testing laboratory (projected fully operational late 2026)
  • Agent badging: All dispensary employees must obtain agent identification cards through IDFPR
  • Inspections: IDFPR conducted 625 inspections in FY2025 (up from 527 in FY2024), with 11 inspectors — expect continued increase in FY2026
  • Social equity tracking: The state tracks and reports social equity license metrics across all license categories

Illinois Metrc Transition Timeline (2025)

  • February 2025: State announced BioTrack-to-Metrc transition
  • March 2025: CROO transition timeline webinars held; Metrc “Welcome to Illinois” implementation guide published
  • April 1, 2025: Phase 1 — Transporters and Testing Laboratories gained Metrc access
  • May 2025: Phase 2 — Cultivation Centers, Craft Growers, and Infusers joined Metrc; inventory tagging and system transition began
  • July 1, 2025: Phase 3 — Dispensaries joined; Metrc became fully operational as sole system of record for all license types
  • Post-launch (FY2026): Continued Metrc buildout including patient portal for medical patients, in-state/out-of-state sales categorization, and CRTA administrative code revisions

Recent Illinois Regulatory Updates (2025–2026)

  • July 2025: Metrc fully operational statewide — replacing BioTrack as sole seed-to-sale system
  • FY2025: IDFPR issued 93 operational dispensary licenses (most ever in a single year); 244 active adult-use dispensaries with 137 licenses still available of 500 total cap
  • FY2025: IDOA reports 21 Cultivation Centers, 87 Craft Growers (all social equity), 55 Infusers, 164 Transporters, and 6 registered testing labs
  • FY2026 goals: Full Metrc seed-to-sale functionality, CRTA administrative code revisions, state cannabis testing laboratory validation and accreditation
  • Post-Metrc: Sales reporting now captures actual checkout pricing including discounts and promotions; in-state/out-of-state consumer categorization being added
  • Metrc patient portal in development — will allow medical patients to check purchase history and remaining allotment
