What is the Massachusetts Cannabis Track-and-Trace System?

The Massachusetts Cannabis Control Commission (CCC) requires all licensed Marijuana Establishments (MEs) and Medical Marijuana Treatment Centers (MTCs) to use Metrc for comprehensive seed-to-sale tracking. Massachusetts voters legalized adult-use cannabis in 2016, and Metrc has served as the state’s system of record since 2018.

  • Excise tax: 10.75% excise tax on retail sales plus 6.25% state sales tax, tracked via Metrc point-of-sale data
  • Regular reporting: Production, sales, transfers, and inventory levels must be reported to the CCC via Metrc on an ongoing basis
  • Compliance inspections: CCC conducts onsite visits using handheld RFID scanners to verify physical inventory against Metrc records
